Vigorously develop digital delivery service trade. Take the lead in value-added telecommunications and expand opening up. Give full play to the advantages of the Lingang New Area and Pudong New Area's digital infrastructure, and promote the landing of wholly foreign-owned Internet data centers, content distribution networks, and application stores. Attract foreign investment to carry out Internet access services, online data processing and transaction processing, information protection and processing services.
Moderately advance the layout of digital infrastructure. Build high-quality data infrastructure such as blockchains and corpora. Build urban blockchain infrastructure, create blockchain-as-a-service (BaaS) platforms and general cross-chain functions, and help ensure the trustworthy flow of data across borders. Promote the construction of high-quality corpus data elements.
