The U.S. Treasury Secretary is required to reach bilateral agreements with countries that have similar stablecoin regulatory frameworks to ensure coordination of reserve requirements, supervision, anti-money laundering and counter-terrorism measures, sanction compliance standards, liquidity requirements and risk management standards. This reciprocal arrangement must be completed within two years after the act takes effect to facilitate international transactions and enhance interoperability with overseas payment stablecoins denominated in dollars. In addition, the bill explicitly excludes licensed payment stablecoin issuers from being defined as a "commodity" under Commodity Exchange Act further clarifying regulatory responsibilities.
